Wesley Williams

Wesley Williams is a senior supply chain and operations leader with 15+ years of experience designing, scaling, and optimizing complex transportation, sourcing, and fulfillment networks across food, cold chain, and technology-driven businesses. He has led global supply chain functions spanning planning, procurement, sourcing, and logistics, with deep expertise in perishable operations, network design, and cost-to-serve optimization.

Wesley operates at the intersection of technology and transportation, having held senior leadership roles at Amazon, Riggo, Away, and Daily Harvest. Throughout his career, he has overseen end-to-end supply chain strategy and execution in high-growth, operationally complex environments. He has spent much of his career working with temperature-controlled and time-sensitive products, supporting both direct-to-consumer and enterprise-scale distribution models.

Wesley holds degrees from Illinois State University and the University of Tennessee and is based in Chicago with his wife and three children

Caroline Judy

Caroline Judy has over 24 years of experience delivering complex infrastructure projects for California municipal/county governments. Her expertise covers capital program delivery, real estate portfolio management, procurement and contracts, renewable energy, battery storage and EV programs, strategic, budget, and operational management. She has led multiple enterprise-wide innovation and change initiatives. She is the former Director of the County of Sonoma General Services Department.

She also previously served as Acting Director of the Alameda County General Services Agency, and within Santa Clara County’s Facilities and Fleet Department. In addition to her routine duties Caroline has served the public through multiple declared disasters as the Operational Area Logistics Section Chief.

She has a master’s degree in political science from Stanford University, and baccalaureate in economics from Reed College. Caroline resides in Santa Rosa, California.

Ben Foster is the Founder and President of Fosterra and leads the development of the Risk-ACES program and Accelerated Risk Trials (XRT) initiative. He brings over 25 years of experience in clean energy, infrastructure strategy, financial management, and global supply chain sustainability.

Ben has led projects across more than 500 jurisdictions, working with municipalities, utilities, and commercial organizations to design and implement data-driven strategies for decarbonization, resilient infrastructure, and energy transition.

He has directed collaborative efforts and developed analytical frameworks to evaluate infrastructure risk, forecast technology adoption, and guide investment decisions under uncertainty. Within Risk-ACES, Ben is responsible for overall program strategy, industry engagement, and the application of risk-based methodologies to real-world systems—helping organizations better understand exposure, resilience, and pathways to decarbonization.

Benjamin Foster

Artur Sarkisian is International Development Director at RM Boulanger (RMB), where he advises international businesses on navigating complex VAT, customs, and regulatory frameworks across Europe. With extensive hands-on experience supporting cross-border trade operations, he works at the intersection of fiscal compliance, supply chain structuring, and market entry strategy.

Over the years, Artur has developed a comprehensive understanding of how regulatory shifts, geopolitical developments, and operational constraints impact manufacturing value chains. His cross-functional background—spanning operations, customer service, marketing, and sales—enables him to bring practical, decision-ready insight into real-world supply chain risk, cost volatility, and compliance challenges facing global companies today.

Artur Sarkisian

Soheil Davari brings over 20 years of experience across industry and academia as both a consultant and educator. He is Director of Accreditations and Associate Professor at the University of Bath’s School of Management.

His work spans multiple sectors—including healthcare, logistics, and manufacturing—where he has focused on improving operational performance and decision-making in complex environments. He also leads sustainability initiatives at the School of Management.

Soheil’s core expertise includes supply chain management, organizational behavior, resilience, and sustainability, with a particular interest in how systems perform under uncertainty. Within the Risk-ACES Accelerated Risk Trials (XRT) team, he contributes a structured, systems-level perspective to evaluating risk, resilience, and real-world operational outcomes.

Soheil Davari, PHD

Chloé Lenoir is a Senior Risk Analyst at Fosterra, specializing in regulatory intelligence, supply chain risk, and sustainability analytics. She holds two Master’s degrees in sustainability and energy systems, from Columbia University and the University of Edinburgh, building on a foundation in chemistry and management from University College London.

Chloé has played a central role in developing the Risk-ACES database. Her work integrates detailed policy analysis with quantitative modeling—supporting companies in navigating complex regulatory environments and assessing the cost and emissions implications of global supply chains.

Her experience combines technical analysis, policy research, and applied sustainability strategy, with particular strengths in translating evolving regulations into actionable insights. Within the Risk-ACES Accelerated Risk Trials (XRT) team, she focuses on applying data-driven frameworks to evaluate supply chain risk, regulatory exposure, and decarbonization pathways.
